Compressor or Heat Exchanger?

If the process is to compress and then cool (or heat ) the medium, then design the compressor first.  Having done so, you should be able to estimate its flow rate and pressure rise, and, most importantly, the temperature rise.  With that, you know the capacity of heat exchanger required.
