In liquids, viscosity depends on the strength of cohesive forces between fluid molecules; hence an increase in temperature results in a decrease cohesive forces and a decrease in viscosity.

For gases, viscosity depends on the momentum exchange between layers of gas moving at different velocities. An increase in temperature provides an increase in molecular activity and an increase in viscosity.
