pinion is the applier of torque so if it's not harder to gear it may fail

Tangential force on pinion is more as compare to gear due to small redius so sustain more force material of pinion should me superior then gear

it is because the pinion rolls at a higher speed, so, it undergoes the most cycle in the same period of time, so it is most exposed to failure
